Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround

1. Copy the .xlsx file to a new folder.2. Now, open both MXDs.3. In the MXD with the table which had the exclamation mark, right click > Data > Repair data source.4. Choose the .xlsx file which had been saved in the new folder.5. Add the table.
