Workaround
On all machines, part of the ArcGIS Server site with the ArcGIS Server role, delete the extensions starting with 'DSCConfiguration'. Refer to https://learn.microsoft.com/en-us/powershell/module/az.compute/remove-azvmextension?view=azps-8.3.0.
