Additional Information
Add Power BI data first to ensure the map functions properly. Without Power BI data, not only the Basemap tool but also any added ArcGIS layers will not persist. In the future, adjustments may be considered to make the Format tool settings unavailable until Power BI data is added to avoid confusion.Workaround
Add the Power BI data to activate the Basemap tool.
