This issue is not reproducible using the new version of Category Gallery in Portal 10.9.Workaround
From the Group page or My Content, create a new Category Gallery app to use the new and updated version of the app template (recognizable by the new blue and white thumbnail). Refer to the app template in ArcGIS Online for reference, https://www.arcgis.com/home/item.html?id=57df37adf34f4ae091108a173f729602.
