Bug

UI: 9.1 equiv: In the TOC, if you scroll down to a data frame or layer, double-click to launch its properties dialog and make a change (or in the case of DF, just press Cancel) the TOC shouldn't auto-scroll. In 9.2 this action causes an auto-scroll back to the top of the TOC so that the data frame or layer you double-clicked is no longer visible. Works OK in 9.1
