Workaround
EXPLANATION: the Central Meridian of the Albers projection is -96, while the Central Meridian for Idaho Transverse Mercator is -114. when the grid is projected to the new coordinate system, the amount of rotation introduced by the change in the Central Meridian requires a lot of no data cells be added to the grid, in order to keep the grid rectangular. Those are the cells that make the grid appear "too big" when the Data Frame is set to the Albers projection.
