Additional Information
The current behavior is a side effect of a mechanism that mitigates the well known problem of z-fighting when visualizing coplanar polygons on terrain, for example, for visualizing buildings (footprints) on the ground. This mitigation method is only applied when the ground is opaque. Today, setting ground transparency is interpreted as an indicator if it is more important for users that their data in this scene 'cuts' through terrain or more important to mitigate z-fighting for coplanar data.

Workaround
Set the transparency of the basemap layer to one percent.
