Transform Route Events produces incorrect results for an event that ends at the start/stop vertex of a closed (loop) route feature at Version 10. It worked at Version 9.1

The workaround people have used for many years is to 'cheat' a little bit. If the event's M_TO value is changed from 515 to 514.999, then the endpoint will not be on 2 vertices, so it will work.Steps to Reproduce
