Additional Information
This is expected behavior. When a user sets their map to a specific location on the map (extent), the extent is preserved so that when the map loads, it is centered on that location.
Bing and Azure maps are deliberately ignoring this behavior. The extent is never preserved when using these steps. In short, this workflow only works in reports that are focused on one specific area of a map throughout the entirety of the report.
Workaround
After switching to the new page, reapply the filter again and the map zooms as expected.
