Additional Information
Starting in ArcGIS Pro 3.1, scene layers support ISO 8601 time formats.Workaround
In ArcGIS Pro, run the Share Web Scene tool to publish the hosted scene layer and to be able to display both date and time values in pop-up windows of Scene Viewer.
