Tiles disappear upon zooming in to maximum scale when using a map service as a basemap in Map Viewer.

Workaround

Define the tile map (Refer to this documentation https://developers.arcgis.com/rest/services-reference/enterprise/tile-map/ for more information). As described in the REST API documentation, this is enabled by editing the service in the Admin REST API and tile map are now added to the capabilities.
