The development team has considered the issue or request and concluded it will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.Workaround
- Accept the default visible scale range to provide increased performance for tile creation. This is still noticeably slower than the ArcGIS Online Organizational account.
- Use an ArcGIS Online Organizational account to create tiles.
