The issue is not reproducible in the latest version of Business Analyst. The web maps and layers workflow is completely changed in the 7.2 version of the application.Workaround
In Business Analyst Online, go to Preferences > Web Maps. Click Add under 'Populate Web Maps from:' and add the ArcGIS Online organization URL.Steps to Reproduce
