This issue will not be addressed in ArcMap. Please upgrade to the latest version of ArcGIS Pro.Workaround
1. Open a web browser and add the following URL to the address bar: <a href="http://www.arcgis.com/home/group.html?owner=esri&title=ArcGIS%20Online%20Basemaps" target="_blank">http://www.arcgis.com/home/group.html?owner=esri&title=ArcGIS%20Online%20Basemaps</a>2. Identify the desired basemap.3. Click Open > Open in ArcGIS Desktop 10.The problem does not exist with ArcGIS Pro 1.4.1.Steps to Reproduce
