There should be a way to automate the changing of permissions on address locators by way of ArcToolbox.

Additional Information
Storage of address locators in a geodatabase is no longer supported.Workaround
User has to use the context menu on the address locator to manually edit the privileges of the address locators, and can not automate this process.Steps to Reproduce
