There is no way to adjust the lower limit of the lowest class range when using the following symbology: Quantities > Graduated Colors.

Workaround

Build a dummy feature class with enough data to support the desired class range and make sure that upper and lower limits are outside of the range for the value. For the case above, 0-5000 will work. Creating a layer file from this will allow all ranges of values to be displayed. This is not perfect, as the table of contents/legend will still have the incorrect minimum limit.
