There is insufficient permissions when creating a new feature class in a feature dataset or deleting an existing feature class as the data owner in ArcGIS Desktop 10.5 and 10.6 with an Oracle database.

Workaround

The data owner is assigned to two roles XXX_EDITOR and XXX_READER. Revoke XXX_READER role from the data owner and the data owner can add data to an existing feature dataset.
