There is an issue in ArcMap 10.8.1 with Windows 11 where the Layer Properties text box in ArcMap displays the 'Text Symbol' area as blank.

The issue is not reproducible in ArcGIS Pro. ArcMap issues only reproducible in ArcMap will not be addressed, as ArcMap is in mature support and will retire on March 1, 2026 (https://support.esri.com/en-us/products/arcmap/life-cycle).Steps to Reproduce
