There is an inconsistency in the number of Data Driven Pages exported as PDFs when making a selection in ArcMap 10.4.1.

Workaround

Use ArcMap 10.5.1 as the issue is not reproducible on ArcMap 10.5.1.1. Click on the Select Features tool from the Tools toolbar. Randomly select lines from the layer.2. Click on the layer> Data> Export Data> Under the Output Feature Class, choose the suitable location to store the exported data.3. Click OK.4. Go to Customize > Toolbars> Data Driven Pages.5. Data Driven Page Tool> Data Driven Page Setup.6. In the Setup Data Driven Pages, enable Data Driven Pages.7. Under Optional Fields, go to Page Number. 8. Click on the drop-down option> Select Name> Ok.8. Click on View> Layout View.9. Go to File Menu> Export Map. 10. Give a suitable file name, choose PDF in save as type.11. Under option select Pages> Choose the Selected option.12. Under Export Pages As option, click on the Drop down option> Select Multiple PDF Files.13. Click Save.Output is the proper number of PDFs were exported.
