There is a decrease in script performance in ArcGIS Pro compared to ArcMap when working with the 'arcpy.AddCodedValueToDomain_management' geoprocessing tool.

When running the script in the Python window within ArcGIS Pro, each tool from the script is treated as a top-level tool, so it is recorded in History and contains multiple in-app behaviors and events associated with running as a top-level tool, which then adds overhead to the execution time (an automated way of running the tools in the Geoprocessing pane). When running the script as a script tool or in a standalone Python script, there are several levels of performance improvements to make the tools within the script run faster starting in ArcGIS Pro 2.8. Running the script using a standalone Python script or within a script tool in ArcGIS Pro is about 15% to 20% faster than the same running in ArcMap.
