This issue is non-reproducible.Workaround
- Use any version of ArcGIS Pro.
- Use any version of ArcGIS Desktop 10.2 to 10.7.
- Create an attribute index on the feature class in ArcMap.
- Create a spatial index on the feature class in ArcMap.
