Additional Information
These very small discrepancies are normal and result from the algorithm used for generating polygons. The polygon generation algorithm does a smoothing process, and considers all polygons in the output together. This process results in outer borders with slight differences depending on the inner polygons.
Workaround
In ArcGIS Pro, create a 15-minute disk polygon and a separate 7.5-minute polygon, and remove the geometry of the 7.5-minute polygon from the 15-minute polygon.
