The error message, "Access to admin resources are not allowed." is returned when using the Join Features tool in the ArcGIS Enterprise portal 10.9.1 Map Viewer with Integrated Windows Authentication (IWA).

This is a known issue in Map Viewer Classic (3.x JS SDK app), which is currently deprecated. Refer to https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662 for the deprecation notice. The issue does not occur when creating joined view layers using the new workflow via the item details page in the newer ArcGIS Enterprise (11.2 and higher) environments. It is recommended to use the new workflow for view layer creation.Workaround
Use built-in authentication. The owner of the ArcGIS Enterprise portal items in which the join is done must be the built-in account.
