The 'Zoom to' option in the ArcGIS Online web map does not zoom to the desired area on the layer even when the extent is set on the feature layer from the item details page.

Additional Information

The item extent is only used when adding the layer to a map (or when searching layers by extent). In the Contents menu, the Zoom to option zooms to the extent of the service layer while considering the layer scale range.
