The zoom property of the MapView does not work if a Web Map Tile Service (WMTS) layer is loaded as a basemap in ArcGIS Maps SDK for JavaScript 4.26.

This issue is as designed and an explanation is provided in the MapView documenation. The WMTSLayer does not have a TileInfo property. If there are no other layers with TileInfo, the effectiveLODs are null and setting zoom on the MapView is not possible.
