This is working as designed and is a reflection of how the map widget from the ArcGIS Maps SDK for JavaScript works with saved extents. We are currently considering an improvement to the ArcGIS Dashboards where the author could better control the extent of the map when the dashboard first loads. If the customer wants to lend their vote for such a feature, please resubmit this issue as an ENH, not a BUG.Workaround
In ArcGIS Dashboards, exit edit mode to view the published dashboard and return to edit mode.
Note: This workaround only works if the map element is the only element added to the dashboard. If the chart and indicator elements are also added, the workaround does not work.
