The Zoom button does not function in the ArcGIS Instant Apps Interactive Legend template when a layer contains multiple points.

Additional Information
The Zoom To button zooms to the extent of the layer. The layer's extent can be updated through the item's settings and by rebuilding the item's spatial index. Refer to https://doc.arcgis.com/en/arcgis-online/manage-data/manage-hosted-feature-layers.htm for more information.Workaround
This is expected behavior and is also observed in Map Viewer. Update the extent from the layer's settings.
