Additional Information
It is expected that the extent of coordinates returned by the locator is not the same as the extent of the features in the reference data.
If the extent fields are mapped when the locator is built, those extents are used to calculate the correct bounding box extent coordinate values based on the shape and orientation of the features in the reference data. The calculated values are stored in the locator, but may be a little smaller or larger than the extents of the geometry in the reference data due to the size, shape, and rotation of the features. The extent is used to zoom to the correct scale for the geocode or search result.
Workaround
Use the Create Address Locator tool in ArcMap to create the custom locator. The XY Min and Max values are similar in the Locate pane.
