The wrong unique value symbology on the field of the double data type is observed when the map service is published from ArcMap, and the decimal separator at the time of the service publishing is different on the user's machine and on the ArcGIS Server machine.

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro.
