This is a known limitation with adding proxied vector tile basemap services (for online or offline usage) to Portal for ArcGIS from ArcGIS Online or vice versa. When a custom style is applied to a secured vector tile basemap service, in this case, the custom World Navigation Dark Style and the service is added to a portal as a proxied item, the custom style is not copied over or is accessible to the proxied item in the new portal. The service is always displayed in a default style. I.e. for the Esri vector tile basemap services used for export and offline use, the service is always in the default Streets style.
