The Workforce for ArcGIS web application returns the error "Error: Workforce Unavailable. Please contact your administrator." if the Secure Socket Layer (SSL) option is enabled on the ArcGIS Online organization account.

Workaround

Navigate to '<a href="https://workforce.arcgis.com" target="_blank">https://workforce.arcgis.com</a>' to login.*HTTPS (or the SSL option) does not need to be disabled on the organization instead navigate to the above URL.
