Additional Information

Upgrade to ArcGIS Pro which supports inputting the time zone of date fields in publishing time in the Share as Web Layer interface.

Workaround

  • Enable time on the layer and set a timezone on the date field before publishing.
  • Embed a process in the workflow to convert local time to UTC before publishing.
  • Convert the date-time field to a text field.
