The widgets added by default within a Tab template in ArcGIS Experience Builder are unresponsive for all additional pages other than the first.

Workaround
To achieve a similar layout as the Tab template, create a new blank page, add the Views Navigation widget, and then manually add the Map, Map Layers, and Legend widgets to ensure functionality.
