The Wedge neighborhood type for the Point Statistics tool start angle is 180 degrees off. The 0 degree angle starts in the negative x-coordinate direction where 180 degrees should be located.

Workaround

The workaround to achieve a proper 0-90 degree angle starting in the positive quadrant is to set the tool starting angle as 180 and the ending angle as 270.
