The WebGISDR utility fails to restore on the new machine with the Czechia locale because it is missing the Czech Republic locale that the backup was originally created with.

Additional Information

Portal creates a base backup of the database, which can't be changed. The Python API or other migration tools will need to be used.

Workaround

Change or revert system local back to Czech Republic and re-run the WebGISDR utility.
