The webgisdr utility does not recognize custom entries in the regionsforcloudstorage.dat file in the framework of Portal for ArcGIS.

Workaround

1. Download the regionsforcloudstorage.dat file from http://arcgisstore105.s3.amazonaws.com/regionsforcloudstorage.dat.
2. Append the necessary region to JSON.
3. Save file in <Portal installation directory>/tools/webgisdr directory.
4. Re-run webgisdr utility.
