Workaround
Run the webgisdr utility after changing the ArcGIS Server site mode.
- Open the ArcGIS Server Manager site and sign in as a member with administrative privileges.
- Click Site > Settings.
- On the Site Settings page, click Edit.
- Uncheck the Enable read-only mode checkbox.
