Workaround
- Stop the Portal for ArcGIS service from services.msc.
- Navigate to <Portal for ArcGIS installation directory>\ArcGIS\Portal\framework\jsapi\jsapi4\esri\layers\support.
- Rename 'BuildingFilterModeWireframe.js' to 'BuildingFilterModeWireFrame.js'.
- Start the Portal for ArcGIS windows service.
- The web scene is able to be displayed in Web AppBuilder.
