Portal for ArcGIS 10.6 and higher only supports Internet Explorer 11.Workaround
Use Internet Explorer 11 to navigate to the portal home page, and sign in as an administrator. Navigate to Groups > Create a Group, and the formatting of the radio buttons and various options are now correct.
