Bug
The Web Map Tile Service (WMTS) layer only displays in ArcMap 10.8.2 with the EPSG:900913 tiling scheme. The WMTS layer is configured to display with EPSG:900913 and EPSG:4326. ArcMap sends the incorrect row and column values for the GET request when the tiling scheme is set to EPSG:900913 or EPSG:4326 for the WMTS layer, resulting in the image not displaying in ArcMap.

The Web Map Tile Service (WMTS) layer displays in ArcGIS Pro with the EPSG:4326 and EPSG: 900913 tiling scheme. ArcGIS Pro sends the correct row and column values that work properly when the map is in WGS84 (EPSG:4326).
Note: The WMTS layer is also not visible with the EPSG:3857 WebMercatorQuad tiling scheme.
