This behavior is expected and outlined in the documentation: 'Hosted OGC feature and WFS layers are read-only. Hosted WFS layers must be shared with everyone to draw correctly.' Refer to https://doc.arcgis.com/en/arcgis-online/manage-data/publish-wfs.htm for more information.Workaround
