Additional Information

The changes that are made in ArcGIS Desktop 10.5 to this operator are implemented to adhere to OGC specification and pass OGC compliancy tests. In comparison to ArcGIS Desktop 10.4.1 release, the implementation of this operator did not pass the Web Feature Service (WFS) compliancy. The change in the behavior from ArcGIS Desktop 10.4.1 to ArcGIS Desktop 10.5 is as-designed, complaint with OGC specifications. The PropertyIsNil and PropertyIsNull operators are similar, but do not work the same way, as per OGC specification. The workaround provided may be the solution the customer is looking for. If the query is intended to compare the content of the specified property, PropertyIsNil is used. If the query is intended to check if the property exists for the resource (table/typeName), PropertyIsNull is used.

Workaround

Use the PropertyIsNil parameter for the filter.
