The Web Applications post installation for a second ArcGIS Server instance cannot be completed if the following conditions exist: - The instance is located in a non-default web site. - It uses a different IP address but the same Port number as the default web site instance.

Even though the two web sites have different IP addresses, the port numbers cannot be the same. Changing one of the site's port numbers will allow the Web Services post installation to run.Steps to Reproduce
