The issue has been resolved in Portal for ArcGIS 10.4.

Workaround 1: Configure the Web AppBuilder for Developer Edition 2.0 with Portal for ArcGIS 10.3.1.Workaround 2: Upgrade to Portal for ArcGIS 10.4.
