The purpose of offset is the exact behavior being described in this defect. Setting a step wait time of 1 minute and a +/- offset of 1 minute will stagger the step (if multiples jobs are made) to start randomly within a total range of 2 minutes to prevent multiple jobs from running a scheduled step at the same time. https://enterprise.arcgis.com/en/workflow/latest/help/scheduling-options.htm The Wait a period of time option allows you to define the wait time in months, days, hours, and minutes. You can also define the number of minutes used to offset the step's run time to prevent multiple jobs from running a scheduled step at the same time. For example, setting a wait time of 45 minutes with an offset of 5 minutes would result in a run time between 40 and 50 minutes after the step becomes active.
