Additional Information

This is as-designed and expected behavior in ArcGIS Enterprise 10.9.1 and 11.0. The Visualization tab in the item details page only opens the Map Viewer Classic at these versions. In a future release of ArcGIS Enterprise, the new Map Viewer experience will be integrated into the Visualization tab in the item details page.
