The visibility range does not update on a layer within the Map Viewer for Portal for ArcGIS if the layer is published to the portal from ArcMap or ArcGIS Pro with the visibility range set before publishing.

Additional Information

This is a known limitation within the Map Viewer Classic. It is not possible to make the visible range larger than what is set on the backend map service via the minScale and maxScale properties. The backend map service is responsible for rendering the map image in the Map Viewers and JavaScript API, and users cannot change the visible range beyond the limits set on the service. It is possible to update the visible range within the limits set on the service, but not beyond as in the workflow.
