The Version Manager user interface acts like it is disabled, if the feature service is published to a subfolder on ArcGIS Server.

Workaround
When publishing the utility network service, publish it to the root directory of ArcGIS Server.
This issue only occurs when the service resides in a subfolder besides the root directory.
