The Vehicle Routing Problem (VRP) tool in ArcGIS Pro fails to return results when Clustering is enabled for specific data.

This appears to be an issue in ArcGIS Pro 2.9 and it is working fine in ArcGIS Pro 3.0, which is going to be released soon. However, the user is using the ready to use tool Vehicle Routing Problem (VRP) solver, which uses ArcGIS Online to solve the problem. The ArcGIS Online logistic services are still running in ArcGIS Pro 2.9 based technology and take a couple of months before being upgraded to run on ArcGIS Pro 3.0 and ArcGIS Enterprise 11. So the problem is to be solved once those services are upgraded. Note that this VRP solver tool (and all logistic ready to use tools) have been deprecated in ArcGIS Pro 3.0. Thus, in ArcGIS Pro 3.0, a different workflow is to be used to make the VRP layer, import the orders, depots, routes, set the properties, and solve. For local street network datasets, use ArcGIS Pro 3.0 to make this work as soon as it is available or wait until the logistic services are upgraded.

Workaround

Save a backup of OrdersTom, then delete the first item in OrdersTom (Name= 202200436872). From the backup, append the same order back into the dataset. The tool runs even with Spatially Cluster Routes checked.
