This issue could not be reproduced in the latest version of ArcGIS Pro. If the issue persists, contact Esri Support Services and reference this issue's record number.Workaround
- Open the vector tile layer in Map Viewer.
- Access ArcGIS Vector Tile Style Editor by clicking the 'Style change' button in the Contents toolbar.
- Change the text position of each label classes to prevent overlapping label classes.
